The monthly rates are the cheapest we have on file for this category, and that is worth saying plainly.

Best for: small and mid-size teams hiring a handful of people abroad who want to pay monthly, keep the option to stop, and not carry a five-employee minimum. EOR Flex is genuinely unusual on those terms: no setup fee, no deposit, no minimum headcount and no commitment, at a third of the EOR floor we have on file for Deel. The $29 contractor tier is a reasonable entry too if all you need is compliant contracts and payment in 120+ currencies.

Who should skip it: if your hiring runs through their recruitment desk rather than your own, because at 20 to 25% of annual salary that fee decides the total cost and the monthly rate becomes a rounding error. Skip it as well if you need a firm budget before committing: with no country-level rates published, a like-for-like comparison against another provider is not possible from public information — you have to get quotes from both. And if you are already at scale with a dedicated account manager elsewhere, the Flex tier is not aimed at you and Plus removes much of the flexibility that makes Flex interesting.

What should I weigh before buying HR & People software?

Compliance is country by country, so the honest answer is: only where the vendor says it is, and only for the entity type you actually have. Ask which countries are covered by its own entities versus a local partner, who carries the liability if something is filed wrong, and how changes in local law reach you. Get those answers in the contract rather than the sales deck.
