Read the tab before the number: the grid opens on yearly, so the lower column is what most write-ups quote, and the toggle beside it advertises "Save 3 Months' Cost" -- paying annually is a third cheaper per user. The $18 that a plain fetch kept printing for Starter was the placeholder sitting in the HTML before the pricing script runs, not a column any visitor is shown. Basic still costs nothing, but fair-usage note 8 lower on that page says it is free only for the first 6 months from signup, after which the account must move to Starter to keep working - so Basic is a long runway, not a permanent free tier.
