The best global payroll and EOR platforms (2026)

Hiring in one country only? read our honest Gusto review → — what US payroll costs once the per-employee fee stacks on the base.
Short answer: The best global payroll eor are Remote People for the cheapest published EOR rate we have on file — $199 a month, billed monthly, no minimum headcount; Deel for the widest reach — contractors paid compliantly in 150+ countries, or full EOR where you need someone on the ground fast; Rippling for one employee record across HR, IT and Finance — a hire triggers payroll, a laptop and app access at once, and offboarding claws it all back. Below, what each is best for — and who should skip it.

Employer of record is one product with wildly different price tags. Read on their own pricing pages: Remote People starts EOR at $199 per employee a month with no commitment and no minimum headcount (7 August 2026), Deel starts at $599 (17 August 2026), and Oyster at $699 (14 August 2026). Same job — they employ your hire in a country where you have no entity — and a three-and-a-half-fold spread. Then there are the numbers that never appear on a price card at all: Oyster holds a refundable deposit per EOR employee and takes a currency-conversion fee, and neither carries a figure anywhere on the page. Meanwhile the largest names publish nothing. ADP shows no rate for RUN in four places we checked — /pricing is a 404 and every route ends at a quote form (15 August 2026) — and Rippling publishes exactly one number, an $8 per user a month floor, beside two buttons that say get a quote (27 August 2026). So the first question is not who is cheapest. It is whether you need employment abroad at all, because contractor management does a different job at a tenth of the price.

The picks

1RRemote People
Remote People
Best for: the cheapest published EOR rate we have on file — $199 a month, billed monthly, no minimum headcount

Employer of Record and global hiring in 150+ countries. EOR from $199 per employee a month with no setup fee, no deposit and no minimum headcount; contractor management from $29, US PEO from $99. Recruitment is charged separately at 20-25% of annual salary.

Skip it if your hiring runs through their recruitment desk: at 20 to 25% of annual salary that fee decides the total cost and the monthly rate becomes a rounding error.

2DDeel
Deel
Best for: the widest reach — contractors paid compliantly in 150+ countries, or full EOR where you need someone on the ground fast

Global hiring, payroll and EOR platform — pay contractors and employees compliantly in 150+ countries, from $49 per contractor per month, with HR tools and US PEO options.

Skip it if your team is all-domestic, where a local payroll tool is far cheaper, or you hire enough people in one country that opening your own entity beats paying per-employee fees forever.

3RRippling
Rippling
Best for: one employee record across HR, IT and Finance — a hire triggers payroll, a laptop and app access at once, and offboarding claws it all back

Workforce platform that unifies HR, IT and Finance in one system of record: run payroll and benefits, manage hiring, onboarding and time tracking, and provision devices and app access automatically — with policy-driven automation across employee data, approvals and compliance.

Skip it if you need only one function, or you need firm pricing before committing: everything past the $8 floor is quote-led.

5OOyster
Oyster
Best for: first hires in countries where you have no entity, when local counsel and payroll setup would cost more than the fee

Employer of record and global contractor management for hiring where you have no legal entity. EOR is $699 per employee a month, contractors $29. Two costs sit in the FAQ rather than on the price card: a refundable deposit per EOR employee, and an FX fee when payment and contract currency differ.

Skip it if you are hiring contractors rather than employees: that is $29, not $699.

6AADP
ADP
Best for: employers who want payroll and tax filing from the oldest and largest provider in the category

Payroll, tax filing and HR for small and mid-sized employers, sold as four RUN packages: Essential, Enhanced, Complete and HR Pro. No public pricing anywhere — /pricing is a 404 and every tier on the comparison page says “Get pricing”, so budgeting means a sales call.

Skip it if you need to budget before you talk to sales, because you simply cannot — every route ends at a quote form.

How to choose

Start by naming what you actually need, because the price gap between the answers is enormous. Paying a contractor abroad runs $29 to $49 a month per person. Employing that same person through an EOR runs $199 to $699. Carrying the misclassification risk yourself sits in between, at $199 to $325 for a contractor of record. Those are three different products and the wrong one costs you an order of magnitude. Then count the people and the countries: EOR is priced per employee per month forever, so past roughly five hires in one country, opening your own entity usually beats it — ask each vendor where that crossover sits for your case and hold them to the answer. Finally, ask for the costs that are not on the price card. Oyster's refundable deposit and its FX fee are both real and both unpriced publicly; deposits are working capital out of your account before anyone is paid. And treat every 'starting at' as the floor of a range that sales will set.

Frequently asked questions

What does an employer of record actually cost?

Between $199 and $699 per employee per month on the published rates we read in August 2026 — Remote People at the low end, Deel at $599, Oyster at $699. Every one of those is a 'starting at' figure that firms up in a sales conversation, and two common costs sit outside it entirely: a refundable deposit per employee and a currency-conversion fee on payments made in another currency.

Do I need an EOR, or will contractor management do?

It depends on whether the person is genuinely an independent contractor under local law, and getting that wrong is the risk the whole category exists to sell you out of. The price difference is roughly tenfold: contractor management from $29 a month against EOR from $199. In between sits contractor of record, at $199 to $325, where the vendor carries the misclassification risk instead of you.

Why won't ADP and Rippling publish a price?

Both sell modular products where the bill depends on headcount, modules and country, so a single number would be misleading — that is the honest version of the argument. The effect on you is the same either way: you cannot compare them against anyone without first handing a salesperson your headcount. Rippling does publish one figure, $8 per user a month, but it is a floor for the HR-and-payroll entry rather than the price of the platform.

Is the cheapest EOR the right EOR?

Not automatically, and the monthly rate is the smaller half of the decision. What matters more is which countries the vendor actually covers, whether it employs people itself or through a local partner, how quickly it can onboard, and what happens when someone leaves. Price the monthly fee against those, and ask each vendor to put its country list and notice terms in writing.
